How Long Must You Keep Washroom Cleaning Records?
Under O. Reg. 480/24, Ontario employers must retain washroom cleaning records for a minimum of 12 months. Records must remain accessible to workers and to Ministry of Labour (MLITSD) inspectors on request.
Paper log retention
Paper logs must be physically stored for 12 months. For multi-site operations, this means maintaining binders across every location and ensuring nothing is lost, damaged, or discarded during routine cleanups.
Digital log retention
Digital systems like Komplio retain all cleaning records automatically for 365 days — no physical storage required. Records are available instantly for any washroom, any date range, and can be exported as CSV for inspectors in seconds.
The Limitations of Paper Logs
The template above will keep you compliant — but paper logs have practical limitations that become costly at scale:
Daily printing and posting
Every washroom needs a fresh sheet every day. Across multiple sites, this adds up quickly — and a missed reprint is a compliance gap.
Records can be lost or damaged
Paper logs get wet, torn, misplaced, or thrown away. Without a backup, you have no record to show an inspector.
No real-time visibility
You can't see which washrooms have been cleaned today without physically walking to each one.
Easy to falsify
Anyone can sign multiple time slots at once. Paper logs can't prove the cleaner was actually present.
No central record for multi-site operations
Managing binders across multiple buildings means no single view of compliance status.

Frequently Asked Questions
Common questions about Ontario washroom cleaning log requirements.
What must an Ontario washroom cleaning log include under Bill 190?
A compliant log must capture the date and time of each cleaning, the name or identifier of the person who performed it, and confirmation that cleaning was completed — not just scheduled. O. Reg. 480/24 does not prescribe a specific format; paper and digital logs are both accepted, provided the record is posted where workers can access it.
Does Bill 190 apply to my small business in Ontario?
Bill 190 applies to all Ontario employers who provide washroom facilities to their workers — regardless of business size, industry, or number of employees. There is no minimum employee threshold. If your workers use washrooms at your workplace, you are required to maintain and post cleaning records.
How long must Ontario employers keep washroom cleaning records?
O. Reg. 480/24 requires employers to retain washroom cleaning records for a minimum of 12 months. Records must remain accessible to workers and to MLITSD inspectors on request.
Can I use a digital app instead of a paper washroom cleaning log?
Yes. O. Reg. 480/24 explicitly permits electronic records. A digital system that captures the date, time, and cleaner identity — and makes records accessible via a QR code posted at the washroom — satisfies the regulation. Digital records also eliminate the daily printing and re-posting required by paper logs.
What fines apply for not keeping washroom cleaning records in Ontario?
Corporations face fines of up to $100,000 per offence under the Occupational Health and Safety Act. Each non-compliant washroom is a separate offence — a facility with 10 non-compliant washrooms could face up to $1,000,000 in total fines. Compliance orders are published publicly on Ontario's inspection database.
How often must washrooms be cleaned under Bill 190?
O. Reg. 480/24 does not set a specific cleaning frequency — it requires that every cleaning event be recorded. The general OHSA obligation to maintain clean facilities still applies, meaning washrooms must be cleaned as often as needed to remain sanitary.
